New Memoirs of a Township Trustee

by Jim Hoffman

Wooster Community Hospital When the Wooster Community Hospital was built , the City of Wooster asked for financial support from  six surrounding Townships. Chester, Clinton, East Union, Franklin, Wayne and Wooster Township provided over 50% of the support to build the hospital. The Townships still appoint a representative from each Township to sit on the Board of Governors. The Wooster Community Hospital Board has given each Township money to be used for community wellness.  Thank you to the Hospital Board.

Recycling Bins for recycling are located on the south side of the township house. If the bins are full, please contact one of the Township personnel to have it picked up. The moneys received from the recycling program have been set aside to promote the effort. Any ideas are welcome.

Volunteers are always needed. If you, your family or group would like to work on one Saturday morning, please contact the Clerk or you may email him. trwy_bricker@tcca.net

Drive Culverts and Yard Pipes: You must fill out and return a permit application for review two weeks prior to installation. A copy of the approved permit will be returned with the Townships specifications. Culverts are placed under your drive way. They must be a minimum of 12" od and 20' length. Size will be determined by the water flow for your area. Double wall plastic pipe specifically made for culverts, well casing or galvanized steel are allowed.   Drive Culvert or Yard Pipe Permit.htm

Yard pipes are used to fill in the ditch area on the frontage of your property.  They can be no smaller than the culvert pipe at your drive. a catch basin must be installed on the upstream side of your driveway and every 50' on the downstream side.

Culverts or yard pipes that become obstructed with dirt from the ditch will be cleaned out by the Township. If a pipe is obstructed by damage or has collapsed the landowner will be given 30 days to correct the problem. If the problem is not corrected the Township will make the repair and bill the landowner.

Safety Services: Franklin Township is covered by Wayne County 911. The trustees contract with Wooster Township Fire Department for fire and EMS service for the Northern portion of the Township, Fredricksburg Fire Department for the southeast portion and Shreve Fire Department for the southwest section. They have all served the Township well.
