The Mission of the Franklin Township Trustees is to remember our history and preserve our character. To provide the best possible services and infrastructure and to be good stewards of the funds provided by the citizens of Franklin Township, Wayne County, Ohio.

 

All business conducted by the Franklin Township Trustees will be in accordance with the Ohio Revised Code.

 

This document will be reviewed a minimum of once yearly before the annual organizational meeting.

 

 

1. Meetings

 

The normal meeting schedule for the Franklin Township Trustees is the last Monday of every month. The date may be changed to accommodate schedule conflicts. A schedule of regular meeting will be presented and approved at the yearly organizational meeting. All meeting will be posted in the Wooster Daily Record at least 48 hours before the meeting time. The Franklin Township Trustees are not responsible for The Wooster Daily Record. All meetings of the Franklin Township Trustees are open to the public. Executive session may be called to discuss employee matters.

 

2. Emergency Services

 

Franklin Township is covered by 911 emergency. For non-emergency calls use the following numbers.

  1. Fire
    1. Wooster Township Fire Department

3-year contract

    1. Fredricksburg Fire Department

3-year contract

    1. Shreve Fire Department

Trustees will negotiate the fire contract with the appropriate departments.

 

  1. Wayne County Sheriffs Department

 

  1. Ohio Highway Patrol

 

3. Township Property

 

1.      All visitors to the garage must stay in the area directly around the entry door. Contractors providing maintenance to the building or equipment may be in the building but must be accompanied by a Clerk, Trustee or Township Employee.

 

  1. Only Township employees are allowed in/on Township equipment. No riders.

 

  1. Township equipment must be used only for its intended use. The Township is responsible for the maintenance of all Township roads. Township equipment will not be used on private property. The equipment must not be used for towing, plowing, cleaning or any other work to or on private property. There may be times that we are asked to provide extraordinary services from the local Fire Departments, Sheriffs Department or Ohio Highway Patrol. These are permitted, but one or more of the Trustees must be notified.

 

  1. The Township house, garage and grounds may be used by a Franklin Township organization with prior approval from the Trustees.

 

  1. Tools, Franklin Township tools must remain at the garage unless being used to repair Township equipment.

 

  1. Cellular phones, Township phones are for Township business only. The Clerk will review the account monthly.

 

 

 

4. Permits

 

Franklin Township requires permits for yard pipes, culvert and road bores.

 

  1. Yard pipes and culverts.
    1. No fee.
    2. Permits must be filled out completely and returned to the Trustee before work is started.
    3. Each permit will be evaluated and the pipe will be sized to provide the best water flow.

 

  1. Road bore permits

a.      $500 fee. Fee will be returned 6 month following completion of the bore, if there is no damage within the road right-of-way. Utilities are exempt from this fee.

 

5. Road Projects

 

All road projects will be done under the joint supervision of the Trustees. Material and labor for road project will be let in accordance with the Ohio Revised Code.

 

6. Road Maintenance

 

Road maintenance will be done under the joint supervision of the Trustees. Roads will be driven each spring and road project and maintenance ideas will be addressed at the next regular meeting of the Trustees. All road maintenance will be performed with the safety of the citizens of Franklin Township and our visitors in mind.

 

7. Yard Pipes and Culverts

  1. Franklin Township will clean the ditch to provide the correct drainage required.
  2. Pipes will be 12” minimum diameter. Each pipe will be sized to allow the correct flow for the area.

 

 

8. Complaints

A complaint form, section 7.1, will be filled out for every complaint received by the Trustees. The person making the complaint and the person receiving it must sign the form. A response to the complaint must be mailed to the complainant within 45 days of receipt.

 

9. Personnel

Franklin Township is an equal opportunity employer. All positions with Franklin Township will be filled by the following application process:

  1. Persons applying for the Road Supervisor or Equipment operator positions must live within Franklin Township, Wayne County, Ohio.
  2. Persons applying for the Road Supervisor or Equipment operator positions must possess a CDL drivers license before starting employment.
  3. Jobs will be advertised in the local newspaper.
  4. Applications, section 8.4, must be filled out completely and returned to the Township Clerk by the date advertised.
  5. Applicants will be assessed on work history, driving record, experience and references.
  6. The applicant awarded the position must take and pass a pre-employment drug and alcohol screen and physical.
  7. New employees will complete a 120 day probationary period.

10. Wages and Benefits

Wages and benefits will be evaluated yearly, during the organizational meeting.

 

11. Drug and Alcohol Policy

Franklin Township has a zero tolerance for drug and alcohol use. The drug and alcohol policy is available at the Township House for review. Each employee must review the policy and sign the sheet inside the front cover.

 

12. Purchasing

 

  1. All equipment and tool purchases (not included in item #2) must be approved by the Trustees.

 

  1. The Road Supervisor may purchase repair parts and tools up to $250.00 without approval.

 

  1. Credit cards will be monitored by the Clerk. They will only be used for Township business.
